GE Model 28223

I own a GE Model 28223 DECT 6.0 multi handset phone system. I love it, BUT I have a HUGE issue with it. Nearly daily I have to unplug the battery, 2 seconds or so, plug in, set in cradle and the phone
works. I do this as a remedy when I want to use the phone and all I hear is a screaming swishing noise and the phone doesn't work.

The manual is WAY TOO COMPLICATED. Do I need to program the phone?

I use Rogers cable system for all my phone/tv/internet services. So I have a main line coming in and it splits to a modem and a phone interface.
